Fascinating to see BaseballHQ so bullish on Balfour.  HQ says,

While Ctl has been rising, big jump in Dom and plummeting FB% have led to his success. xERA and H% say the

ERA should be higher, but the skills remains strong. LI argues that managers have long liked using him in high leverage

situations; no reason to think that won't continue, wherever he ends up.

By LI he means "leverage index," which shows that the base/out/inning pressure, as such, on Balfour did NOT increase when he became a closer:

It is true that Balfour's stuff is unimpressive by closing standards; he doesn't throw Tom Wilhelmsen's huge fastball, much less the shell-shocking yellow hammer.  True also that Balfour doesn't have pinpoint command ... the BB's have risen from 2.9 to 3.4 to 3.9.

But you know what?  He is an authentic Rocky Balboa out there on the mound, fearing absolutely no one, and (unlike Wilhelmsen) you know you are going to get a full-throated battle out of him.  No quarter asked, none given.  Pete Carroll would take a plane flight to recruit him.

Putting out a fire in the 7th and 8th, that's difficult.  Coming into a clean 9th inning, bases empty, 5-3 lead, that's easy.  All you need, to close, is authentic confidence.  Dr. D is not huge on "makeup."  But with closers, that's 80% of the battle, the "makeup."  

Closing actually is a "hot seat," a situation in which a reliever is "pitching without a net," a situation in which he catches all kinds of flak every time he fails.  Eddie Guardado can close.  Bob Wickman can close.  Most MLB pitchers could close, if they would only stay fearless.  But Grant Balfour is better than "most MLB pitchers," and the makeup is a given.

Me personally, I think the man is a "gamer."  Another guy I'd cheerfully bet on.  The Baltimore contract?  $7.5M times only two years?  Big Moneyball opportunity.  Other closers get four times that.

I'm not sure how you fit Balfour at $7.5 in a payroll south of $110 mil. By my math the payroll currently stands at about $82 mil without accounting for hart and guti incentives. So depending on how the team accounts for those we are in the $90 neighborhood and still need a starter that is going to run $10-15 per year. So unless they are significantly raising payroll I don't see how he fits. Unless you'd prefer Balfour/capuano to garza/cheap relief arm, which a reasonable person may

They put $100-110M on the marquee because their corporate mission is to "manage expectations" in their fanbase.  Read:  don't get anybody thinking you're supposed to win anything, or spend anything.
They've obviously managed YOUR expectations well.  Here you are, telling all the other fans not to clamor for Balfour and a starter.

Going back to Junior and ARod, they're well able to spend whatever they want, provided that "they get carried away" with a situation they like.  
Here, that would be an "exciting" value opportunity with Balfour, followed by a later "exciting" opportunity to land Tanaka in some situation tailored to them.  Such as a TV-ratings projection from their market tech'ies.

But yeah.  It's perfectly feasible, even probable, that they'll pinch pennies.

Felix does all the heavy lifiting. Racks up tons of QS, then the pen comes in and blows it time an time again. Or the offense can't scratch out 3 runs.
Need 2 or more reliable bullpen arms a starting OF that is at least league average. If not I guess Cano was signed to build for 2015 onward. Would be a shame not to contend in 2014 because we didn't want to take a couple fairly easy steps. So close to being a solid club with a chance to contend. How hard is it to sign or trade for a couple bullpen arms and a decent OF?

What is more likely, we have a $140 mil payroll in 2014 or they keep it in the $100-110 range and pocket $50 mil in profits. You gotta go off of history here whether i like it or not. If they want to increase payroll by $55 mil this year then go ahead and get tanaka and Balfour and Rodney and trade for kemp, but until then ill be realistic about what the payroll will be

Is that they will prioritize their short-term cash flow, even at the expense of long-term asset impact.
The new TV deal is our best hope.  But you won't find many people on the other side of this one Kyle :- )

I was at the Sydney (Australia) Blue Sox game tonight - a game in the Australian Baseball League (where Ji-Man Choi tore up the league last year). The announcer interviewed Grant Balfour's Father in front of the crowd of about 1,500 in between innings. The announcer asked him about the Orioles situation and (paraphrasing) Balfour said something along the lines of, "the Orioles got cold feet at the last second. Grant is not at all unwell, his last three pitches this season were 97-96-97 to strike out Miguel Cabrera - you can't do that if your arm is hurt. Grant is not happy because he had already turned down other offers to go through the process with the Orioles and in the meantime those teams have signed other people. He is still talking to about 7 teams, and he hopes to play on the East Coast to be close to his family (who live in Tampa). Best case scenario is that he signs with the Rays, second is the Yankees."
I'd like Balfour as well, but the Mariners are not at the top of his list.
