As a general rule, I don't like pitching prospects who used to have amazing stuff.
That said, the M's evidently grabbed him because they thought he was a 1st- or 2nd-rounder who had just slid too far by the time their pick in the 4th rolled around.
No way in the world he's comparable to Pineda as a prospect -- Pineda is probably one of the top 25 prospects in baseball if you've got a true list --, but no question that you can argue Paxton as a 1st- or 2nd-rounder.
A Michael Pineda is massively more valuable than any draft pick other than like the top five first-round monsters.   But I suppose Jason is adjusting for the health questions.
In any case, we get what Jason's saying, that Paxton slid a looonnnng ways.
