Cellphones in NYC Classrooms - Distraction or Boon?

Students having cellphones in the classroom is a controversial subject. On the one hand, it’s nice for them to be able to get a call if there’s some sort of home emergency. On the other hand, they can become a serious distraction during the learning process. NYC has a ban on mobile devices in the classroom, but it looks like they might be changing their tune.
